I imagine they will send the request to the foreign airline, but of course they are probably not subject to US law on that, so they don't have to respond.
A hiring company is not required (to my knowledge) to wait until they get responses to all PRIA requests before they hire you. I think it would up to the hiring company as to how comfortable they are with not having that info.

For routine 121 training events, I don't think so. Those records are maintained by the company.
For a 121 event which was also a certificate event (ie ATP during upgrade) the FAA will have a record of a pinkslip.
But I am not certain that airlines even get any checkride failure info from the FAA. I had heard that all they get was violations and rating/cert info.

I have a question regarding a DUI and interviewing at a place like Delta or Southwest, if I ever would be so fortunate as to get a call for an interview from one of these places. Yes, I know, a snowball's chance at best... Anyways, my question is this. I received a DUI, which I duly reported to the FAA. I had spoken to a union lawyer, and he naturally made a point of telling me to do this, above anything else. I did not report the DUI to my current company though. I was not necessarily trying to hide it from them, just didn't think I had to. I know I would be asked about the circumstance of my DUI by a prospective employer, which I have no problem talking about and I have fully disclosed it on my applications, but would my prospective employer contact my current company and inquire about this? I know what is included in PRIA documents, but I don't know if they would take the extra step of asking about something like a DUI and whether I had reported it to them or not. Just curious, thanks for the answers in advance.

Yes, the PRIA also includes any disciplinary action taken by the company which is in your file at the time of the request.

You got lucky...Once.
If you do another PRIA request for another potential employer at a later date there is no guarantee that it won't be processed properly next time. Unless the records in question are somehow missing from your file...
But I think some disciplinary actions are exempt from PRIA, such as non-flight operations stuff.
