That doesn’t specifically address when the ballot must be received by. The 8pm reference is for filling out the ballot but in the bottom section it mentions dropping it off in person. So you could fill out the ballot and drop it off without mailing it as long as it was relieved prior to 8pm. There must be another section of the law referencing receipt of the ballot and the time frame allotted.

REALLY though, if the law is that it is to be received by election day, then being postmarked a day prior would be a reasonable expectation. If you're mailing same day, there's no way it's getting there on time. NONE. Even without USPS slowdowns.

If you were going to fraudulently complete dead people’s ballots, gorked out nursing home patient’s ballots, stolen ballots, nutty Aunt Alice’s ballot, or any other illegally obtained ballots and were trying to systematically cheat, would you have the time resources to fully complete the ballot or just the one race you were most concerned about affecting?

Over the past 50 years, approximately 3% of ballots in Presidential election years are completed with ONLY the Presidential candidate selected. That percentage has held remarkably steady.
