FWIW, this lines up exactly with all double digit unfilled vacancies on the Dec AE (with the exception of SLC 220, which had zero posted vacancies, and zero backfills, which is why I didn't include it below. They had a bunch bid out for MSP due to that new category opening, and though I have a hard time believing absolutely no-one had a bid in for SLC-220-B, I guess there must have been, else they could not offer it to a NH.)

For any NH's or CJO holders, since we have consistent monthly bids, you can bid to change base if you are on property even one day in which the bid (AE) is open, typically closing around the 13-15th of the month. Many NH's get converted to that new base before they even start OE. Also, you can request to do OE out of any base if you ask early in indoc. Good Luck.

Because it doesn’t know how to bid properly. That’s the only explanation.
