Popup hailstorm after an earlier ramp closure. Loooong conga line got blasted by hail, all of which needed inspection. Traffic jam just to get back to a gate, if one was assigned. Crews timing out, no reroute/IA crews available at 2200L led to mass cancellations with no remaining flights for all those folks to flex to.

Depends. If they went through QS and no one took the trip, such as middle of the night with people not answering and only 1 12 minute window for the entire category, it’s plausible that IAs still happen, especially after the disaster in ATL last night.

Quite a show going on at ATL it seems.
Is there a situation where they will pay 4x if they use QS? Yes. But not always.
"thought they could only us IA step....emergency"....the word "emergency" is not mentioned even one in either the MOU or the SA, so not sure where you are getting that from.
Emergency step of coverage is the last step of both 23.N and 23.O.....any available pilot in position (in inverse seniority order)

Delta's problem isn't auto accept.. it's too much open time, not enough pilots. We're all burned out on premium pay and being selective on what we'll pick up.
