I've had PDs awarded when there was clearly not enough coverage at the start of the run. It just depends on what the coverage looks like when it gets to YOUR request. That's why you always try, even if it looks like it won't float.

FWIW, there was a resolution passed recently to change the way the PCS works. Rather than just one pass through the requests per PCS run (except for swaps, which are run twice if a swap is awarded), the resolution calls for changing the language to have 2 passes per PCS run.

The net effect of this will be to "shake out the churn" and allow more requests to be awarded per run due to trips, reserve days and reserve coverage that becomes available during the first pass.

Yes, you will have the PD's and APD's then the WS that may make reserve coverage better, then the swaps out of the pot. End state REQ is just a small snapshot of what happens during each run.

A swap or X-day move request in which no day to be dropped falls within an APD holiday period as described in
Section 23 I. 8. a.Exception will be granted if the sum of the negative differences of A-R on the days to be dropped > the sum of the negative differences of A-R on the days to be added.
Translation: You can swap even if the days you're dropping have insufficient reserves so long as the days you're adding have even less sufficient reserves.
