As I understand it, ALPA respectfully disagrees. The Company has long sought to augment Caribbean flights so as to avoid having to use four pilots. ALPA has consistently refused to enter into a CROT for an appropriate rest seat, saying that the PWA allows augmentation only on an ocean crossing segment.
If you look through Section 12 Hours of Service in the PWA, you see numerous mentions of flight and duty time limits for augmented crews on an ocean crossing segment, but no such mention for other flight segments. This is due to the fact that there was no intent, ergo no agreement, to augment a crew on other than an ocean crossing segment when these portions of the PWA were negotiated. There is no restriction for the company to augment any flight. The aircraft used however must have a approved rest facility. That effectively limits it to the international fleet.

At Northwest, we used to do augmented Caribbean turns on the 320. It was better for the pilots flying than deadheading down and flying back as tou spent your time not flying in a first class seat with a crew meal. It was more efficient for the company because they only had to pay 3 pilots instead of 4. I would not recommend going back to that though. We've already given up enough jobs.
