You can recommend them on Deltanet via HR>Tools>EBID. Its been a long time since I did it so you may want to ask a FA. Hopefully DALFA will chime in with a better description. I would consider a PM to DALFA, or ask the FAs on your next trip. Note - in order for the referral to count you must submit the referral before they apply. The referral will trigger an E-mail to the prospective FA with a link for application. If they apply without using the referral link you can not recommend them, or at least it used to work like that.
