You are correct. These numbers represent the contractual minimums. They do not represent the actual or intended staffing by the company.

question on the hiring, will the actual interviews start in august, or will the classes, assuming there are interviews i dont know how this flow thing is going to work.

Interviews will most likely start in August, with first classes in September.

They won't be able to fill the classes with just flows, and I'm not sure a lot of recalls will come back yet. Their recall rights were extended even more, and so I think some will hang out a little longer. There will be room for off the street hiring IMO.

It is just the added positions to all of the seats. I beleive they will need to hire. I think they have announced that.
