How fast are the NYC new-hires able to bid out to another base...like ATL for instance?

Bids are coming out about every 30-45 days. There are a lot of unfilled positions in Atlanta. So you likely bid out during training. You just have to bid to the same airplane because of your one year seat lock.

Have friends in initial training now that bid out of New York to both Detroit and Atlanta

There is movement in every fleet. I have a buddy who got LAX on the last AE and he hasn't even started his fleet training.
