But no one junior to them can start class before them, so how do new hires get the 900 in your scenario?

All positions have to be put out for seniority list pilots to bid before any new hire can have it. The company can’t hold back 900 positions for propel pilots. The only way a new hire pilot gets a 900 position is if it’s still open after the seniority list pilots get a chance to bid on it. Then the new hire class bids on it by seniority.

This!!! The only exception are those 200 pilots hired within the last 18 months. They can’t bid on the 900 until their seat lock is up. We have over a hundred 200 pilots with expired seat locks or expiring soon. You bet they’re headed to the 900. The bulk of the new hires especially in the next 4 or 5 months will go to the 200 unless our upgrade time dips to under 2 years again which I don’t see happening for at least the next year. Propel offers no additional seniority. It’s all determined by SSN.

Where does it say they can’t start a class for it? I don’t see that language anywhere in 24.D

Yes, no new hire can be awarded the slot before a on property pilot. But that doesn’t mean that the on property pilot is going to training before the new hire. Some of the 19-04s don’t go to differences until November and December. It’s a staggered release from seatlock by holding them on the fleet.

Sequencing of Trainees
Flight training schedules will be available for bid and awarded in seniority order (other than new hires) by class. After the schedules are awarded, the Company will assign new hires to the remaining schedules

I'm no contract wizard, but I'm pretty sure that's right. Also, here's a scenario where new hires get the 900. Vacancy comes out before new hires bid, thirty 900 FO slots but only 15 seat locks have expired by vacancy close. Remaining 15 go to new hires.
