I’m just talking about FOs, I can see them continuing to unlock for captain positions, but FO positions can just go to new hires. Less training events if they keep FOs in the seatlocks which is the point of it. Cheaper.

You can awarded a different base on the airplane you were given in initial, prior to completion of OE. To switch airplanes, you have to be done with OE.
Quite a few in my OCT class has churned out of their initial new-hire assignments before finishing OE. Some via upgrade switched base and eqipment. Some as FOs were able to change base but not equipment due to the 18 month lock.
No need to be off OE to get a new base or equipment.

All this is happening because there are quite a few FOs at 9E who don't want to upgrade for various reasons-base, holding a line, equipment, days off, etc etc..
The company has no desire to do forced upgrades. Nobody knows hows long this will last, but once all the 900s have moved over and the XJT/ASA Atlanta pilot population is depleted, things should go back to "normal", whatever that looks like these days.

The company doesn't have a choice, when you release one seat lock you release them all.

I'm not sure about seat locks for FOs... I was a 200 FO last spring, only six weeks on the line. 17-02 initial had me as a MSP 200 FO and 900 FO alternate in the same base... In the final I got the upgrade so that became moot for me.
And to further stir the pot, a 9E sim instructor told me he observed training with a pair of new hires who would be starting upgrade training before making it to the LOE ride. Not sure about this, but he had no reason to make it up.

If they force the upgrade the forced captain can always bid back down to FO, and that might happen quickly if they force upgrades and then release seat locks to allow street captains. The company has no desire because they can't really enforce. If they tie a flow to captain position that might encourage a few but we've got too much growth here right now for anyone to be forced into anything for long.
