No displacements = no-one gets kicked out. You can't preference bid to a seat and kick someone out of it.

I think they would have to, especially that they are hiring near-entry CAs with hefty bonuses. Also, I doubt they can fill DCE and OCE positions w/o displacement, as most people don’t want to be seat locked on the 145.
