I saw several pilots who had bid off the ATL 700 to the ATL 200 just a few months ago were awarded ATL 700. Aren't they supposed to be frozen for a year?

I thought that was just for the prelims to make things less complicated. However if that is true what's the point of them having aircraft freeze lists if they are letting everyone jump around as they please
