You need it fully operational by sim. Be aware that means conversing with the EFB administrator, doing some online training and then waiting for your subscription link to be emailed to you. All of the above can take a week or two, so it is not wise to leave it until the last minute. You will not be allowed to start sim training without it.
The Jepp app takes up about 1.3GB. Company manuals are about 50MB.

They seem to plan on that upgrade continuing for a while. Throughout training, there's definitely been a lot of: "This is a Captain thing, but you may want to start learning it now..."

According to a guy I know hired at delta in 08 and another at united and another at fedex it is all that matters at this level. Just saying.
