Re picking up on RSV: it is all at company discression as well. We have very weak contractual language when it comes to any reserve rules.

Back in the day I knew an F/O that made it habit to bid reserve, flew less than max for the day/week/ month, always saw that he got his 24 in 7 , usually at an out station on companies motel with per diem . Then volunteered to fly on his days off at 1.5X or 2X pay. That made him ILLEGAL to fly for his next reserve day and sometimes two days of reserve, but got paid for the min day reserve pay for them by contract. So he got paid on is first 2 days of reserve and flew the next 3 days of reserve. But he then flew his 2 days off at 1.5x or 2X cause he was still legal per FAA. Shampoo, rinse, repeat. Flew 70 hours, billed up to 150+ per month, and still had his 11 days off per contract, usually as a block of time at the end of each bid period. Never had a "home" just rented hanger space at a ratty airport and had the "essentials" for like $200 a month. Always bid TDY assignments......for 24 hour per diem and free motel for the month. Asked for mileage per contract and drove his Yugo from base to TDY assignment , produced gas receipts for verification and cashed in more in mileage than actual expenses. Everything on the "up and up", but made more than the most senior Captain ever hoped to make. Hard way to make a living but he laughed his ass off when the funds hit his bank account.

Anything DOA (day off assignments) was automatically 150% or sometimes 200% pay and went on top of Reserve guarantee.
So would pick up like crazy on days off, then either wouldn't be legal on RSV days or maybe would or wouldn't fly... didn't matter because anything would be on top of that 75.
Would credit 115-135 hours a month but would only fly an actual 40-70 hours.
These days I'd take the time off over the money.

Dude you don't understand what I'm saying--I'm saying if a current CLT CA bids PHX CA voluntarily on the currently-posted CRJ CA vacancy, and they are awarded PHX CA effective Dec. 1st on the currently-posted vacancy, they will not be considered a displacement.
The company has published a vacancy effective 12/1 with PHX, IAD, & DFW CA slots.
The company simultaneously pushed back the effective date of the CLT displacement to 12/1.
So if any existing CLT CAs voluntarily bid another CRJ CA base over CLT on the current vacancy (now), and are awarded another CRJ CA slot in a base other than CLT on the current vacancy, they will not be considered CLT displacements when the 12/1 CLT displacement bid is run.
Do you follow? Make sense now?

Just e-mail magpbs like prior said, and ask what you did wrong.
Did you waive everything (min consec days off 2; no same-day pairings)???
Did you have a reserve bid group as a fallback with your desired days off, below your line (pairing) bid groups???
Also--people below you might have simply gotten regular lines b/c their carry-in hours/trips/reserve days from Oct., or their scheduled availability, was different than yours, and able to accomodate a line.
For example--if the guy below you had the last 4 days of Oct. off, and you were on reserve the last 4 days of Oct., PBS might have been able to squeeze a fat trip on the guy below you the first few days of Nov.--but couldn't do the same with you without exceeding the rolling FDP buffers/30 hours rest req./etc.. Of course, it might be a simple case of your bid not being setup right relative to the person below you, but what you're doing the last 7 days of the preceeding month can compromise PBS's ability to hit the target credit value without creating an illegality.
As a rule of thumb, if you don't know exactly how PBS is going to process your bids, you should ask around the crewroom, read the heck out of all the PBS documents, and email magpbs and ask. Plenty of us are willing to help, and a lot of it won't make sense unless you're sitting there going over your bid with someone.

I would call crew tracking and if it's not them they'll likely point you in the right direction. I haven't heard of anyone else having a issue but a lot of new guys they could have forgotten you.
