No doubt this has been asked and answered before, but I haven't visited the site since March 2014 and am not looking for a job as a pilot. Still, how can PSA list their minimum time as just 1300 hours in the era of the ATP minimums?

It looks like they stopped the FO new hire classes indefinitely. I interviewed on May 14th and was told to expect call back in 3~4 weeks.

The other thing is this. If there are going to be street captains, why put a bid out?

Because there has to be a vacancy for them to fill. Same way new hires are placed; through a vacancy. There are 60 direct entry captains in the pipeline. Some were pulled from existing new hire classes and some are off the street. 30 for June 30 for July.
