What you can do, on reserve, is bid a three-day block off at the end of one month followed by the first three days off at the beginning of the following month. I've done this several times at two different airlines. Haven't done it at PSA yet. I was only on reserve for six weeks after I finished training.
And I don't mind burning vacation days but I don't know how many of those are awarded to new hires, etc.

Six just wouldn't cut it as it takes me a day to get there and a day to get back. As a line holder is realistically need to be seeing a block of 14+ joined across two months.

As a line holder you would never be awarded any lines with that many days off in a row, although you can SAP into your above scenario, assuming the company fixes the "glitch" from last month's SAP.
Last, you can't just "burn" vacation days. You are awarded vacation as a function of seniority and they come in week long blocks. You can't choose to take a vacation day like at a normal job.

Does PSA have enough qualified FO's on property currently to fill this? What's the anticipated number of upgrades for July? I'm curious how many DEC's will be needed (if any) over the next few months.
Does anybody know of any pilots offered the job over the last two weeks? If so, were they hired as FO's or DEC's (street captains)?

We have qualified FO's that are bypassing. Once people start getting their 1000 hours from the hiring boom that started late 2013 they may not need DEC in my perspective. It all depends, im sure a lot will bypass until they can hold a line because they know itll come quick.
They are currently interviewing and hiring DECs. It has been rumored for a while but ALPA confirmed it yesterday. I would guess they'll hire somewhere in the neighborhood of a 100-150 DECs to "get over the hump" while they are waiting for the previously mentioned FOs waiting for the 1000 hours.
I would imagine that they might fill these upcoming upgrade classes. Just barely.

There is nearly 70 more airplanes coming in the next two years at 3 per month. There is plenty of opportunity here.
