Leap year threw resources for a loop 2 years ago, so you have to base logic off that baseline. Therefore, everyone knows there are 4 weeks in a month so that what was budgeted for.

52 weeks but there aren’t 13 months, what’s the solution? Head in sand, and voila, we’re fully staffed.
