We large percentage of people in their first year, many of which believe they will be on to a major before their second year. So if they throw a bunch of money at the new hires there’s a good chance it will pass.

Pretty sure that can raise first year pay unilaterally, without asking anyone.

This is incorrect. To raise first year pay, there needs to be a pilot wide vote.

Since when has policies, procedures, written agreements, ever stopped the company from doing what it feels it has to do?

No contract and at will employment, lets them do pretty much anything they damn well please?

Screwing someone into an extra turn at the end of their trip, though I don’t condone it and it is very irritating, is not the same as rewriting pay scales without going through the proper channels.
If management wanted a union on property, there would be no quicker way.

Sorry to bear bad news, but that says the company can do it with SAPAs concurrence.

That does not mean it won't happen, and does not mean the pilots get to vote on it.

Huh? We must be reading different things.
What I read says SAPA general membership must vote in any pay changes.

This was posed as a question multiple times to RC in various conference calls and the message was always the same - there needs to be a pilot wide vote.

Did he lie to us? Are there other back doors to get out of it? Maybe but that would be a major violation of trust.

Paragraph 8 appears to be a carve out, allowing SAPA to agree to an increase on the first year rate. That's the lawyer view of the language, maybe they'll honor the spirit and not take advantage of the letter.
