There was an incident where the applicant didn't take the news well? Apparently all the more reason not to hire them.

I am in the cadet program. I wonder as cadets have already had a background check if we can be advised after we interview if we have been accepted and can receive an offer.

Yes they can, unless something has changed recently. I was also a cadet and was told I got the job before I left the interview.

I've got IOE in a couple of weeks with a flight to KIFP. I doesn't come up in Jepp. Any ideas?

Just checked both KIFP and IFP and it showed up.
