How do people who were displaced due to a BES closing work? For example, a DCA 777 FO was displaced when they closed the base and then bid 320 FO. If that person were to bid 320 captain in this vacancy, would they be awarded the bid after displaced 320 captains who are junior to them, or are they treated differently since they can’t bid back to their old seat due to a base closure?

Yes... awarded in seniority order after grandfathered awards.

yea it’s a hard min. They have to backfill to that number. So if you see a min Max that are the same it means that they cannot lose anyone. There is no requirement to stop filling at the min and if they fill past the min that’s ok.
