Boeing wants to INCREASE the rate of max production. More jets per month
The new FAA decree is SAME rate of production

Should still be a lot of new airplanes heading towards United.

And even if something changes, the first step would be captain going to 18 months from the current 12. Gonna take awhile for every single NBCA base to go senior.

"IMMEDIATE" impact? Unlikely. The organization is too big for this to have immediate impact. If you are scheduled for a class date already, it's not going to be very different by the time you get there. But eventually there will be an impact if the MAX 9 production remains capped and the certification of the MAX 7 and 10 keep slipping. And there is also the parts fraud problem from the Brit company that affects United (among others).

But you don't have two airline CEOs *****ing at Boeing to get their act together for no reason. If these issues aren't resolved it's very possible expansion plans will have to be scaled back, Aviate flows slowed to keep regional feed going, etc. But short term, expect only gradual if any changes.

What are the qualifications / requirements to be eligible for bidding CA on initial bid?

The MAX 8 and 9's being delivered now are truely MAX 10 orders that have been converted due to the MAX 10 certification delays. The forcasted deliveries are still eye watering for the MAX for several years to come. 2024 was orginally estimated to have 100 MAX deliveries with 201 reamianing after 2024. At the same time the plan indacates 26 A321neo's in 2024 as well. And dont forget about the start of 150 787's ordered with seven being scheduled for delivery in the 3rd and 4th quarter of 2024 (delayed deliveries by Boeing).

Boeing hasnt been able to keep up with thier planned delivery schedule to United for the MAX or the 787. The reality is that they are still turning up at an amazing pace. I can't imagine that new hires receiving CA awards will end anytime soon.

Airbus deliveries are all messed up to. We were supposed to get 34 in 2024,now 14.

Not always the case for a variety of reasons

1) most military pilots don't meet the requirements
2) no part 91 pilots meet the requirements
3) yes there's a decent subset of CFI>regional regular guys and gals getting hired with less that 1000 hrs 121 time ... and 987 doesn't cut it
