Where do you find how long people are being withheld on average? Also, is it true that if you are awarded a second vacancy to a different base (same equip) while withheld it resets your maximum withholding time of 12 months again?

First question I don’t know the answer.
The withhold time is due to training on new equipment not base transfer. So same equipment but new base should not reset withhold time. Being withheld is based on training scheduling and how they can fit you in and the manning movement for future vacancies and new hire slots.
example: You’re a narrow body FO and transfer to a new base every bid; it does not reset your seat lock or incur a new one. You can bid a new base every vacancy without any “repercussions” to your training lock. Friend from my class lives in one domicile and was awarded CA slot to a commute 3 bids ago. He hasn’t started training and was awarded a CA slot in his home base with no change to his withhold time - the withhold is a dance between training and base manning.

This is incorrect. Bidding a different base while you’re being withheld can absolutely reset the 1yr withhold clock. I spent my first 3yrs on the E190 doing just that and getting group 2 pay. You can email [email protected] for verification.

Withholding has more to do with what status you are coming from then the training required. For example you will notice withholds for guys just switching bases. It is also why 190 guys could keep extending their withhold by getting a new award (Attrition problem on 190). Training your replacement is a bigger factor.
Withholding has nothing to do with seat locks. If youre just switching bases, your seat lock is unaffected. If you’re getting trained on new equipment, your seat lock does not start until you complete that training.

We are supposed to get somewhere between 9-13 more 787s through 2023 yet only 24 787 FO positions awarded in the Mar 2023 vacancy. I don't get it. Maybe they will be using them more on short haul routes requiring less pilots on the fleet? Surely more than 24 787 FO's will retire or upgrade by March.
