If you could decline a green slip at any time for any reason, why wouldn't every single pilot put in a blanket green slip request? You might snag a golden trip! If the trip was a stinker, CS might have to call the whole seniority list, in order, before finally assigning it to the most junior person.
That's why no one answers in the first place! Other than immediate report trips when you can't check the rotation before they contact the next person (that does happen but is VERY rare compared to the total number of GS given out) then everyone lets it go to VM to check out what it is and then only if they want it do they acknowledge it or call back (or answer the other number).
Its an asinine policy from before the days of cell phones. It doesn't benefit them or us.

Seems like they could electronically contact all eligible pilots simultaneously, then give them xx minutes (need not be 10, but could be) to accept/reject, then let seniority and GS history (monthly qty) determine the "winner". Each would then be notified electronically of the result. This would introduce a slight delay from offer to final answer, but the average time to report would rise significantly.

Done right, an app with "modern" features could provide all sorts of options to tailor notification behavior to your particular wishes for that moment/day/week/month.

Just to clarify, you aren't under any report obligation for a GS... ...But for any other GS, they call you and you say where you are and how long you need and its their problem to figure that out.
You can answer with impunity as long as you're honest about where you are and how long it takes you to get there. If you're in PTC with your bags packed or scuba diving in Kuala Lampur so be it.

It is simply non-sensical to continue using a manual-phone-calls-separated-by-10-minutes these days. I understand that is the legacy, but let's move on. I want this company to maximize profits; failing to embrace proven technology for silly reasons (see the surface tablet business decision as an example) robs us of profits and QOL bump-ups. This change would seem to improve things without costing significant jobs...win/win!

I'm not seeing anyone claim you have that right. But I also don't have any obligation to answer my phone. And there is no expectation (PWA or otherwise) that I will refrain from imbibing within 12 hours of the start of any period for which I have a green slip active. However, a well designed app might even give me the option to enter alcohol consumption start and stop times (or temporarily enter a responsible-for-kids status), so as to automatically adjust green slips I have already entered. The existing interface makes those "temporarily unavailable" status changes impractical.
