It has nothing to do with IT. It is a company policy from the top. They don’t want pilots with a guaranteed jumpseat moving to the back and bumping non pilot non revs.

AA has this. When the JSeater checks in ONLINE!, he can choose what type of pass. When they are clearing the standby list, agent calls them and ask if they want seat or JS.
You can also see who’s a jumpseater in their standby list, even if they are not reserved in the JS.

First, that can happen today: cancel jumpseat and list.
Second, if that was their intention, they would restrict it like they do with Fly for Less tickets.
Past life, when these situations came up, there was usually someone who offered to jump to get a nonrev on. We should have the same option.

It's likely I'm wrong, usually am, but wasn't (isn't) the deal with not being able to check in online or at a kiosk that the Agent has to be able to verify you visually through the check in process? I seem to remember being told this a few times when asking. Why it would be different between carriers when the verification protocol is based on TSA requirements, or SHOULD be based on them is anyone's guess. Don't know why AA can and we can't...
Checking in isn't the same as clearing CASS though. You only need the visual check (CASS picure) to be awarded the JS. Maybe Delta gate agents have a policy or IT limitation, but there is nothing stopping us from checking in online for the JS.
For example, list JS on SWA, show up at counter to check in, they hand me a boarding pass. No CASS verification required. Saves them time but you end up boarding last

Or
Ten OAL jumpseaters show up during boarding. No sense checking CASS for all of them. Clear nine of them into seats then the tenth gets CASS checked and awarded the JS.

Also, if the flight is payload optimize, the agent already know that, so they can call over the PA for those with JS reserved.

Will all non-revs will clear?
Yes: Use stby list
No: Are there other jumpseaters?
Yes: Pilot choice (looks at seat map and position on stby list)
No: Award jumpseat (This is the part we do differently
