It’s based on your status at time of report. The Junior pilot will be on SC at that time, this you are the LC pilot. It’s legit. Sorry.

At the report time of the trip in question, he’s in pre assigned rest, prior to his short call starting. You are on long call and available for the assignment. It’s also possible he requested that SC assignment…

This is correct, if he was legal for the trip it should have gone to him. The scheduler probably did not want to remove his shortcall, assign the trip to him and then assign another shortcall which probably would go to you. He took the easy way.

“Crew Scheduling will use a pilot's projected status at the time of report for the rotation being covered to determine if he is a long-call or short-call pilot in the coverage ladders. The pilot's actual status at the time of coverage is not considered.”

this is exactly what happened. The 0500 trip is in open time all day…then at 1400 I have the trip and the junior pilot has a gentleman’s sc at 1000. Maybe the SCs were handed out by a different scheduler…then I got the trip. It just looked / appears wrong.

What is the quote reference?

If he got the 1000, is it possible he was coming off of x days? The 0500 report would be illegal for him in that case

Did you check his schedule to see if he had obligations? I've seen guys who are project pilots show as available that really aren't.
