This is correct, if he was legal for the trip it should have gone to him. The scheduler probably did not want to remove his shortcall, assign the trip to him and then assign another shortcall which probably would go to you. He took the easy way.

If he got the 1000, is it possible he was coming off of x days? The 0500 report would be illegal for him in that case
