If every pilot at Delta started getting 23M7 pay, regardless of relative seniority / availability, then why wouldn’t every pilot have every type of blanket slip possible submitted on all of their off days, trying to maximize their category’s M7 pay? Farming would go up, not down.

15:45 x $350 an hour = $5,512.50 ($11,025 GS)
Divided by 731 pilots= $7.54
So you're telling me you'd pass on a 11k 3 day GS for the chance to collect 1 hour of minimum wage? Doubt it.

Distributing M7 payments across the seniority list equally wouldn’t fix that issue at all. It would make the problem worse by giving more pilots more incentive to farm.

Currently, only a few farmers are making bank while the rest of the category are having a premium free for all without seniority being honored.
They skip coverage because people farm. If 23M7 isn't paying individuals and instead pays out to the entire category, there's no incentive to farm. Your buddy wouldn't have gotten 23M7 because they would've just gotten the WS.
You could easily argue the entire category is affected every time coverage is skipped when 23M7 is used, so if that trip pay out were to be paid to the entire category, regardless of slip, then there's no incentive to submit a slip just to farm. Would you rather fly the trip you submitted for or chance getting a few bucks at the end of the year?
-Youre not "giving" anything away
-it still costs the company to use it
-it still puts money in the pilot group's pockets
-theres no reason to farm
-Everyone gets something, even the harmed pilot
The only negative is the harmed pilot isn't capturing the full value of the trip they were skipped for, but if trip coverage returns to normal with the current "running a little hot" status, they'll easily be first in line for the next premium pay opportunity.

You’re missing the point. Entire categories will have multiple blanket slips submitted with auto-accept on + the ARCOS number blocked in their phones, on days on which they have other plans and NO intention to fly. That’s what farming is.
Pay entire categories M7 pay equally, and everyone will have an incentive to farm on their days off. If only half of the category actually does that, the farming “problem” (in your view) will be much worse than it is today.

Call me crazy, but there are certainly times I would rather fly the trip than get pay at the end of the year, or pay to stay home. I got a call from a management pilot asking to buy my trip once. He was nice and asked vs just taking it. I told him the truth, I would rather fly my trip. He said thanks and moved on to another trip.
