Coverage can only go so high on the seniority list. The most senior guy would never have coverage

It doesn't say the most senior 15%, just 15%. I can't recall the scenario, but an explanation given was by the PBS committee chairmen at the time. I agree though that it highly unusual. That said, 15% could just be 1 pilot (per the eception), which is entirely inadequate of a protection for reserves. It should also say the most senior X% as well.

There was a discussion earlier about the cost disincentive (leverage) of skipping coverage so I did a little digging. In my BES 78.6 hours were paid out as 23M7 in OCT. The result at top of scale rates was $29,475. Just a quick averages extrapolation would say that my BES is 1.5% of the active list and without seat or scale adjustments this would be just under $2M for OCT. This is a crude raw number but if this is typical it would be ~$24M per year. Would this be an effective deterrent? I think not and I also think the number may be smaller for OCT given pay disparity in longevity and seat. I also think OCT was a pretty significant 23M7 month but I have no idea if everything was logged properly. Just throwing out some numbers for consideration but somebody (ALPA) could determine and publish the exact number. We would all have a better idea about what the company is spending and will likely spend on QS.

And no, I should not subsidize another state. I do enough of that with federal taxes.

You are advocating for a state law change, whereas I am advocating for a simple PWA provision. Not remotely the same thing.

A PWA provision that United already has! If one base can use sick time to care for family members, then it has to be extended to every base per their PWA.

Oh goodie, commuting is a choice, and we should never try and improve our contract in any way, especially in a way that is currently pilots have different protections (lawsuits not withstanding) just because a difference in base gives different protections.
