Ben Rich, in his book about running Skunkworks for Lockheed said after Jimmy Carter was briefed in on stealth he realized the B-1 was already obsolete. Reagan made Carter look soft for cancelling the B-1. However the real difference was that Carter had a Top Secret clearance and Reagan did not. Carter could not talk about the future he knew was coming.

Partially true, but not all of the story. Carter was committed to gutting defense and the B-1 was an easy target. Reagan campaigned on a strong defense and realized the potential of stealth shortly after taking office, therefore, the B-2 and the stealth fighter. Both, also developed at Skunkworks.
