An AE only bid (no displacements listed in the bid) cannot cause displacements. There are either positions available in the category or not. If a recalled pilot goes to a 717 position upon recall (because that's what's available), s/he will have to go thru the AE process to get to where they want to be. Without displacements, that might be kind of hard if the category they are trying to get into does not have any availability other than guys AE'ing to other categories.
