That's correct. When you fax your new medical to CPSC they take care of it.

That's the point.
Purple is understandably concerned with instructors being so junior that they can't hold their airplanes, but the fact is it's hard to find good instructors.

When he runs a fleet he can do whatever makes sense, but for now they want to find the best people they can regardless of seniority.

We all had lousy instructors. Sometimes I give checkrides and the pilot's voice would be shaking as he does the briefing - probably had bad experiences before in training. Fleet capts are trying to minimize that.
