I went back and checked the numbers for exact info. Looks like the bottom 5 people assigned 73n had line numbers between 11531 - 11618. Sorry, I don't know how to cross reference the line number with date of hire. March 2014 sounds about right, but I doubt there are 5-10 junior to him.

I don't understand this. SEA was a new category on the JAN AE and there hasn't been one since. How can somebody 5-10 junior than the most junior to get SEA on its first AE have been awarded SEA? Unless you are referring to the "last bid" as the same bid that your friend got his award.
The bottom SEA 73n was in the general vicinity of 11,600ish which I'm pretty sure is right around a March '13 hire. I don't think 5-10 people in the March '13 time frame were awarded SEA 73n. Sorry, I am speaking in estimates since I did not go to the list to check.

I know some guys who refuse to pay it, but I'd imagine the vast majority pay it, myself included. Why would you spend hours fine tuning the app only to have to redo it each year, introducing the risk of adding a typo or omitting information.

I'd say no sim time period in the total time calculation....they have a sim time section

There's been a few guys sneak around and get it that way, but it is a hard requirement to have prior to employment. That would be one of the dumbest carpet dances to ever have to do, particularly since it basically admits dishonesty.

Reminds me of the folks who win the lottery and then cheat on their taxes.
This is even dumber because most have spent hundreds and hundreds of dollars plus hours and hours studying to prepare plus were lucky enough to be called in for the interview... Only to risk it all over 2 hours of first year pay.
