Yes, if they wanted too they could hold upgrade. Might not be in their base of choice. The part of the list we are at is Dec 2007 Mesaba and March 2008 Colgan. All legacy 9e pilots are senior to this area. Of course I might have missed something being screwed up by bloch award but it looks like they still have had the chance.

AQP is now in place for initial, recurrent, and upgrade. Differences is the last piece and it will be happening very shortly. Either way, the training department will do all we can to make it a low stress learning process. Not saying it's easy, but surprises aren't in the routine, it's all clearly explained, and trained, prior to any jeopardy event. Don't worry, just have a positive attitude with the needed effort of learning and all will be well.
Nobody gets satisfaction in failing someone. If nothing else, the paperwork sucks. So it's avoided, unless it's needed. It happens, but it's rare and normally a result of attitude to not study the things required. It's not rocket science and a much "simpler" process from when I started where you needed to "build the plane". You will be trained on how everything works, and will be checked on what you can control from the flight deck. Everything is laid out with all resources available to learn. Bring a good attitude and a desire to learn and all will be well. Basic instrument skills will be helpful though...

I was under the impression AQP was not live yet for upgrades. Did this change in the last week or so?

My $1.50
Many FO's got royally screwed in the seniority list integration, making them 8 year FO's.
There were several years of not hiring any new hires which stagnated everything. The aggressive hiring of new hires plus CA movement to majors etc should in theory speed up upgrade.
This in no way implies that you will upgrade in 2-3 years.

I heard everyone will be at Delters by then!

The conventional wisdom behind a CVG base would be that it is a big mx base and we overnight a bunch of airplanes there for overnight work. In order to get those A/C back in revenue service ASAP, we also overnight a lot of crews in CVG. At one point I heard a number as high as 80 hotel rooms per night (~20 crews). Not sure how accurate that is but in theory a base there would reduce (not eliminate) hotel expenses there. All of our legacy blood lines have utilized this strategy at one time but it should be noted that none of those bases persist.
On a related note, unless you don't mind commuting, history suggests it would be ill advised to buy a house at a brand new base.

Yes, we (ironically, probably not ironically) moved into Comair's old hangars and hired many of their former mechanics.

Only 6 months ago I was reading in this thread about 9E FOs with 8+ years still waiting to upgrade. So, how is it possible that it's down to 2 years in such a short time? Not calling anyone liars or trying to start flame-throwing ... I just would like a clear picture
About 4 years ago, a senior mgmt pilot told us upgrade in about 5 years. At the time, it seemed doable. A few years ago, it seemed impossible. I got an upgrade award at 5 years, 2 months.
Just read about Commutair. Their upgrade just went from about 2.5 years to 2 months, in the last couple of months.
Predicting upgrade times is a fool's errand.
