Deadheads don't count against your limit. Neither do days when you have min day credit but not 4 hours of flying. My awarded line is normally 75 credit, 65ish block. So you can see that allows some wiggle room. Combine with some 200% pickup it's pretty easy to do. In March I did 140 hours, May was 145.

FLICA access isn't available until after IOE I believe.

I've been trying to figure out at what point does stuff in open time go to 200%? I picked up something for next weekend. I wanted to wait sooner but was afraid someone would snatch it up if I waited. I know sometimes emails wil go out of things are at 200%.

Check the premium time board at the bottom of the flica menu. It will show what is and isn't.
As for how/when it changes I'm sure there are silly algorithms controlling that. The best guess is look at days with high open time and low reserves.
It's going toward 150 right now. On June 1st all DTW 200 FO time was 200% now only half of it is.
