Another question, at the top of the initial award, what does "secondary FO positions not filled" mean? Are those yet to be assigned?
The company delegates alternates in the event that those who were awarded a certain position drop out (which some always do). Secondary vacancies are vacancies caused by movement aka a MSP 200 FO moves to JFK and creates a MSP 200 secondary vacancy. The company can choose to back fill those vacancies or offer them to new hires.

That means that if people withdraw from the award, then they start working their way down the alternate list.

Secondary position not filled means they had no one bid to move to those slots after people in them moved to other positions so they will be filled with new hires.

Would that be someone who was not required to have 1000hrs company 121? Is it still a requirement or can that be waived with previous 121 PIC time?

1,000 company is still a requirement per se, but the contract allows it to be reduced if needed to fill slots. The initial award will indicate if it as used and how far reduced it was.

I'll be interested to see what NYC fully staffed looks like.

OK that's where I am lost. I'm a new hire and last week I rec'd LGA9FO on Thursday, but my standing bid had DTW9FO and still showed that as of last Friday. So, will they move me to DTW9FO before it's offered to the next few new hire classes in July/August?

Which it was...look at the fine print for note 1. Company mins reduced by 17.5% to fill JFK 200 CA slots.

Secondary vacancies are created by movement from the primary ones. The company retains the choice of whether or not they will fill those. There may be people bidding for them, but the company doesn't have to fill them.

As for what will be offered to new hires, that is on the initial award sheet. So the theory is that no secondary vacancies would be offered to new hires and when the time comes around again current pilots would get first crack at them.

Yep, see that. Didn't have it in front of me when I typed my initial post.

CODs, it is my understanding you will get preference on your pick before newhires. I think that came up recently, can't find a source for it at the moment.

To fill 2 JFK 200 CA spots, is what it said.

I don't think so, no one will be awarded DTW/MSP now for a long time as they didn't decide to backfill the secondary positions. All new hires will be going to LGA/JFK. No one will be able to get to DTW/MSP until at least the next vacancy. If you are lucky maybe you will get there by November but more than likely it will be longer than that.
