Last I heard, the Negotiating Committee was in talks again with the company over RSV. But keep in mind, this will be like the 4th or 5th attempt in the past few years to try to come to an agreement on new RSV rules. I'm not holding my breath.

You don’t work here do you? If you are on reserve then you are back on duty (long call) at midnight the next day. So when they call you past midnight then you are legally required to have ten hours of rest. You can not wave this.

Sorry, but if you end a reserve period at 1800 on one day, then decide not to confirm an assignment, at 0400 the next day you have had a legal rest period and can be called as early as 0400.

I have no idea how you get it so wrong. If you are on reserve tomorrow and you dont have a reserve assignment then at midnight your rest ends. If you read 117 you would understand that this falls into LONG call rules. A pilot on reserve not specifically assigned a RAP or airport standby is a long call reserve pilot. Once you go into your reserve day and end your rest then you need 10 hours of rest.
The absurd scenario you talk about ACTUALLY happens now. Try it. Works like a charm. It really works when you wait 15 minutes and call them back and then have them give you a 1015 RAP and you get called at 1005 and inform them you interrupted your rest and you need ten more hours. (This is one of those times where you are just sticking it to the guy senior to you instead of the company. Only do this if you really need the day off.) This whole reason is why we have pre assigned RAP 1 on your first day. Day 1 is the only day you are contractually required to come in early. Every other day you can force an 12 pm show time at the earliest. There are guys that actually junior guys that proffer S1 and don’t confirm it just to force a RAP 2 and avoid a S2 or S3. (I actually hate it when guys do this. Please don’t be that guy.)
I wish we could have this conversation over coffee or beers so I would feel less like a “know it all” ass typing this out.

I should add that it's possible scheduling is trying what is mentioned especially with new hires. They like throwing stuff against the wall to see what sticks. Don't let it stick and call them out! Especially since this is the only leverage we have for new reserve rules.
