Pardon me if I'm incorrect, but isn't the SLI REQUIRED to be done within 6 months of the signing of a new contract? i.e. if the contract was signed in January, then by July there would have to be an SLI? I believe that's in writing and agreed upon by both unions and the company. What's not agreed of course is the contents of the SLI, but merely the fact that it must be complete.
I, personally, along with many others who want bases from the other side of the company, would love to see no fences. I realize that's not beneficial for the company and training costs as well as some folks protecting their seats/bases.
I see your point about upgrade times not decreasing, but I also believe a lot of 2007 hires (myself hopefully included) will leave next year for new jobs. So if dents are being made by attrition as well as upgrades, it should move a little more quickly. I don't see us shrinking next year. long term who knows.

I disagree in terms of shrinking. I think they have to. The amount of pilots they will need to hire is too prohibitive to their operation. To put it in perspective, they are trying to hire about 80 a month right now, that's just shy of 1000. Couple that with the wishes of the majors to shed their 50 seat jets and trade 2:1 or 3:1 with better contracts. I See this starting to happen in large quantities after summer of 2014.
In term of attrition from the CRJ side, we haven't seen if Delta will hire much from the asa group as they used to in the past. We will have to see.

There were a ton of us hired in 2007, once they get through 2007 hires, upgrade time will decrease even more quickly

You don't think there will be fences to prevent senior CRJ FOs from holding ERJ CA spots right off the bat? The ERJ side will continue to have more attrition and more upgrades so fences will benefit the senior ERJ FOs. If there aren't any fences I would expect ATL to go even more senior than it already is. In all honesty there isn't much point in speculating because we are so far away from a single list although it can be a good time killer to predict. It is going to be 6 months minimum after a JCBA is ratified for a single list to come out.

The UAL/CAL integration gave UAL furloughs longevity credit and were integrated with active CAL pilots.
