Just guessing:
Flew from D to A with about 15 pax, the repo for the charter.
Flew from A to B and back full, the actual charter legs.

This exactly. Both the repo legs were available for pax purchase and then the charters were completely full for whoever it was.

This isn't the norm, but it can happen depending on what routes are being flown.

How were you assigned the trip? Premium or DOT? Reserve assignment? Being that it’s on-demand and not scheduled charter, I venture to guess the pairing wasn’t in the bid packet…?

But then again, I could see a scenario where it was booked far enough in advance that it made it into the bid packet (sports teams knowing their schedule well in advance).

Picked it up in OT during the DOT. I am assuming it depends on how far out it is booked if they can bake it in, or if they could bake into a trip and drop it in OT?
