Just to be clear:
taxiing around with strobes on because you forgot: semi-toolish, but it happens.
On/crossing a runway with strobes on: excellent idea, and usually complies with company procedures.

Maybe his becon was deferred didn't remember seeing that. Then again we couldn't see much...because he had his god damn strobes on...and he couldn't hear aircraft asking him to check his strobes because he was policing Gauurd
