Junior man vs 117
The Spirit MEC and scheduling committee have decided that 117 prohibits JA (JRM) unless you get 10 hours rest after the phone call. Over on the Spirit BBoard, we got a firefight going on about this and whether or not 117 allows short time trip pick up.
Does your carrier give 10 hrs after a junior man call?
Does your carrier allow you to call screwschedule and pick up with less than ten hours to report time?

We (Delta) are allowed to pick up with less than 10 hrs, but that is because the 117 says that you are responsible for the rest. The company can't assign you anything without 10 hrs prior rest. The difference is voluntary and assigned. I'm not sure what junior manned is.

My understanding of the regs: If you're solicited in any manner by scheduling to work a trip on an off day you need 10 hours of rest from that call. If you pick it up on your own without a call from scheduling you are self-affirming the needed rest.
So based on that... there's no legal way to get a JRM trip in compliance with the SPA CBA.

Most of these questions can be answered by referencing the ALPA "Guide to 117."
Q-32. A flightcrew member is on days off. Can the company call him for a flight assignment?
A-32. Yes. If the flightcrew member answers the call, the
company can assign him to flight duty. However, the
Company must give the flightcrew the required 10-hour
rest period and then place the crewmember on short call
reserve.
Q-33. Can a flightcrew member who is on days off voluntarily elect to
pick up a trip from open time?
A-33. Yes. This is not prohibited by the regulation so long as the
flightcrew member is rested, fit for duty, within applicable
limits for duty and flight time, and prepared to perform the
assigned duties.

Well, what if I I have been off for 4 days with plenty of rest and I get called for a JA? (Ex. Hey, can you make it to the airport in 2 hrs?), you mean to tell me I can't say yes?, I have to wait 10hrs?, that's ridiculous if that's how it is
The issue is, C/S doesn't "force" a JA on us,they call and ask "if" we can do it. When I have been JA, the conversation goes like this, "hey Joe, this is xxxxx from scheduling, are you able to do the MCO turn tonight, show time is 3 hrs from now?" - how is that "forcing"?
