If you overblock by 6 hours and had more than 6 hours of cancellations, you would lose all your over-block pay.

Never said Mesa in particular. Just about everything the Skywest pilots have in their "handbook" with management was given to them after it was negotiated by a union carrier. In fact, Skywest management decided to pay their pilots the same for both CR2 and CR7 aircraft. So not only did Skywest mostly get what was negotiated by others, but they also got a crap blend rate for 50-99 seat jets that adversely affected those trying to negotiate improvements.

Believe it or not at UAL if we cancel we lose our overs. Kind of crappy, but at the same time I very rarely get overs since the block times are so inflated.

Yes, that's true, but you will never get paid less than line guarantee. Mesa pilots like to call it cancellation pay when compared to RAH which loses line pay on cancelled flights. We still get our pay for actual hours flown, that doesn't change. It seems that the "true cancellation pay" entails getting paid for flights that you didn't do even though your still getting paid above your line guarantee due to overblocks... How are you entitled to that?

I think you might be a little misinformed. Skywest does not pay 200 and 700 at the same rate. The pay scales and work rules we go by were in place long before Expressjet had that contract, and if if it weren't for the OO side of the house how long do you think they woulda lasted with the millions of dollars lost?

Skywest pay scales are still above 95% of the industry, but we are the ones dragging down negotiations...

Latest I heard was 37 200s for Delta. Not sure on the reliability.
