Currently, most NH are being placed into DAY on their first bid. I think the issue is coming up in the subsequent bids where everyone is bidding out of DAY. Since we are having bids almost twice a month I can see the possible issue if hiring drops off.
I know Enovy has some sort of base lock and seat lock in their contract. But I don't that it's ever been enforced. I know there has been talk of base locking LGA guys. But that is as confirmed as the rumor I posted above.

RUMOR: I've heard from several sources that the company is thinking about base locking people into DAY since there is TOO much turn over. I can't find the contract section to see if they can even do that. We are insanely fat in CLT.
If that rumor is remotely true they might do that to staff ORF.

This further proves my point of why we don’t need another outstation base. People bid away from DAY because DAY is filled with crappy schedules, crappy wx and not commutable. That’s why ORF is a horrendous idea...

We are telling people 14 weeks (plus or minus) when you come and interview, as there is a possibility of a 2 week delay. We would rather overestimate in case there is a backup.
The way that training is handling backups is to delay you just before or after systems, but not once IPT's are started (unless it just can't be helped). Once you start the flight portion of training (IPT's - Sims - IOE), we try to not have any delays.

I know 100% thad Dion said it. I heard it come from his mouth at the December state of the airline in the CLT crew room. He said they want to align MX bases and crew bases as much as possible, and they are seriously considering ORF as the next crew base.
I think another out station crew base is stupid though, but probably the PSA way.

CAK would provide a sizable draw from three nearby metro areas: Cleveland, Columbus, and Pittsburgh. All have sizable populations and numbers of pilots, each has at least one reputable collegiate flight program nearby, and all three are a two-hour drive or less from CAK. No regional competition in the area (basically just Republic) would come close to what PSA offers its pilots.
But this is probably just wishful thinking on my part...I guess I'll just carry on commuting to CLT...or DCA when I'm forced to upgrade.
