Yes. It is true the Ops manual says this. However, if you look in your Contract under Section 2, Report Time is defined as, "The time at which a pilot is scheduled to report for a duty period or when a pilot actually reports for a duty period that commences in the pilot's domicile with a flight assignment will not be less that forty-five (45) minutes. The scheduled report time for a duty period that commences at a location other than a pilot's domicile with a flight assignment will not be less than thirty (30) minutes. The scheduled report time for a duty period that commences with a deadhead will not be less than twenty (20) minutes.

Of course, at this point he'll be the last one to upgrade...
