I am in a similar place, at pinnacle 4200 hours of SIC and I just got my ATP on my own, when to a ma, pa type place and only have like 200 hours of PiC , notch cross country, my APD told me a lot of people are getting this reg wrong. But one can get their ATP with low Pic time , they are just using come of your SIc time to do so.

You need a new POI.
I think that's where the discrepency is. When is an F/O ever performing the duties of the PIC? Just because you're the pilot flying doesn't mean you're performing the duties of the PIC. I guess that's the sticking point here. In fact, how could you perform duties of PIC without a required type rating?

I am confused about how you would get your commercial ticket without more cross county time and night time. Do you just fly the pattern for 200 hours during day VMC? No cross-country or night time to build EXPERIENCE to meet the requirements for a commercial ticket??? Wow . . . I never thought I would see a conversations such as this! Very, very sad.

Keep in mind that at a 141 flight school the minimums to obtain a commercial certificate are reduced. If memory serves, 250 pic is reduced to something like 100

Using the same logic...

Say you DID have the PIC type rating on your Commercial certificate (it is possible). How could you perform duties of PIC without a required ATP?

Right. And when you go to the john, does the FA log SIC time. I mean if the appropriate rating/certificate isn't require......

OK, I'll buy that argument. But, are the airlines hiring pilots with 100 hours? The lowest I have ever heard of was 250 hours. Are guys/gals coming from 141 schools with 100 hours total flight time straight to the right seat for a 121 carrier?

I think the whole reason that provision about "SIC conducting duties of PIC" is in there is so that you could log PIC time during your CA IOE. That is the only time you're actually performing the duties of PIC under the supervision of the PIC (check airmen). At that point you have all the appropriate ratings, but the check airmen still signs the release, meaning he's the actual PIC. Am I wrong?

This is what I wanted to know. I have 2200 SIC in a CRJ. Do I meet the flight experience requirements for an ATP? It sounds like you got your ATP without the PIC requirement. Is this correct? Did you get it in a sim or rent a multi engine? Did you have to retake the written? Mine is more than 2 years old.
