There probably haven't been any 99 bids because most of the PA31 guys are learning to put in standing bids. We've had 4 BE99 guys come to DFW from Chieftain positions in the past couple of months. And one more in training.
As for metro jobs not going out to bid, I can only speak for DFW. We had two positions (SA227 reserve in DFW & DHL run IAH/MSY) that were up to bid for over a MONTH with no response before they posted ads on 350. The reserve spot got filled that way. The IAH/MSY finally got filled internally.

I've never seen a case of a 1900 spot being filled from the outside because it couldn't fill internally. You probably need to come in either in a 99 or even PA31. Once you're in the system, you would have a better shot since most guys coming into either one of those planes will need to fly for a couple years to meet the time requirements for a 1900.

The outstation commitment is there because a lot of times it is tougher to get people into those assignments. The pilots who bid them know that going in. Choices have consequences.
