At 350 hours they start getting Captain pay. At 500 hours and off of probation they will upgrade to captain. It is possible that the company will waive probation have them upgrade from FO to CA at 350 hours but it does not seem likely at this time unless the company gets desperate. Essentially they will serve as FO for 12 months then upgrade to CA.
Yes, but.... anyone with a CA bid will be an FO for a while. At the very least you do the Q course for FO and spend 9ish getting 500 hours. Then you come back to TK and do the full course again followed by 100 hours of OE. There is a whole slew of contractual stuff that has to happened to the 17k pilots senior to you before that can happen.

What's the LOA that gives the company the ability to do this again?

The company has stated that no one filling CA vacancies from the last vacancy bid would be trained under 9-K. They can't just arbitrarily change their minds and waive it later down the road.
Nope, no 100 hours of OE for any of these captain slots.. They are not being training under 9-K which is why they have to have 500 hrs and be off probation meaning the meet the normal requirements to upgrade.. hence no 100 hrs of OE required.

The company said that they are not seeking the 9-K minimums at the moment. However, if they were to offer bids with 9-K minimums, they covered the requirements in the 11/3 MEC update:
Before the Company can start Captain training for any probationary or new hire pilots using the reduced minimums set forth in 8-I-1-(b), the Company must first have complied with all requirements in LOA 23-01 Paragraph C.1. Those requirements are listed here:
- Reassignment and Overtime Pay
- Elimination of mandatory FSB
- Implementation of all forms of reserve lines (VEC, Long-Call Only, SC line, Compressed, et. al.)
- SC Matrix/SC Cap
- Rolled Day Off protections
- Reserve MPG/Days-Off
- Holiday Pay
- Unused short calls, late-build short calls
- FDO Restrictions
- PBS Timeline and G-line
- Trip construction and rigs
- Assignment ladder
- Reserve to Lineholder
- Ability to preference minimum time between vacation awards.
