Both. You are technically on the hook for 17. However, the 17th day goes above guarantee, even if you have not flown a single hour all month, so they rarely use it unless they really need to.

I had an email from them back in late August advising that they would notify me when positions would be open. They didn’t. So there’s that as a data point.
This is the second recent instance of what I would charitably call “disarray” in a freight outfit’s HR department.

You sound like an attractive candidate with an outstanding attitude, and a strong, working knowledge of your target employer. You should go far.
If only you didn't feel the need to post on a public form, your gripes about that employer. You haven't even secured an interview, and you're badmouthing the employer.

Of course while you're whining that a prospective employer didn't update you on a job opening, most who have any sincere interest in an employer will check back frequently to see if the employer is hiring, rather than acting as though the world revolves around the candidate, and waiting for the employer to come to them.
You really should find out what a company does, if you have the remotest interest in working for them. That's just common sense.
