Why does flow help recruitment if new hires aren't even eligible?

Are new hires not eligible for the flow LOA that was just signed?

No they are not. It only includes current pilots on the seniority list at the date of signing.

I would accept a staple in a heartbeat, even more-so, I would fight to be on the merger committee to make sure it happens. The reason is an arbitrated list would lead to massive fences. In fact, a straight staple without fences is actually the best possible outcome in that situation.

What happened there is that the flow agreement is exactly worded as LOA 9, there would need to be an actual new LOA to include new hires.

I think a straight staple with "EDV cannot be displaced for xx months" (but are free to bid legacy DAL planes/bases) would work. Senior EDV guys can stay put in base/domicile of choice, provided they stay on plane they came in with.

I might bid 900 CAPT at DAL rates if it meant I didn't commute.

Would a staple mean dal pilots living in cvg would get their cvg base back..just flying the crj900?

It’ll be negotiated for in the future. Once there’s a reasonable chunk of pilots who aren’t covered, a new “progression for all” movement will start.
