We drifted down to the 14400's for many months until they started ramping hiring back up at the end of 2019 to play catchup. April 2020 had 14703 and of course it dropped precipitously after the VEOP.

There is a bid closing today, so very soon there will be a whole new list of open spots (NH spots can only go to unbid vacancies from the last bid). I would expect NYC to always have a ton of NH spots. However, there is a decent chance you can bid to SEA or LAX within your first year, possible even early in your first year.
