In theory. In reality we do pay for the non-cons one way or another. Either its built into the costing, we don't get full value out of what we did negotiate because the company refuses to implement as negotiated because "it would look bad to the non-cons", contracts are delayed because we're hassling over items the company doesn't want to give the non-cons, or they straight out give it to them anyway, and the cost comes out of PS.

pretty rare i would suspect. OOBWS going below in base green slips preserves the seniority and flying opportunities of the pilots in that base. It also would protect green slip coverage. Ya payroll would go down but who is being harmed? The pilot who we all know is 99% unlikely to be able to fly the trip they got skipped for? Not hatin the players but the game is f’ed.
QS will be the new GS 2/3 etc. Get a decent 3 day GS #1 farther out then your other premium trips will be QS. Almost no short trips will pop up far enough out to get through a GS roster to G#2 except in very small categories.

As someone who's been saved multiple times from a garbage trip on SC by an OOBWS, I'm happy to keep it where it is in the coverage. All my premium flying opportunities went away anyway when they started skipping everything and blanket spamming IAs, which to this day I still can't call in time for. At my seniority I could only get the short, last minute trips as a GS, which are now prime IA targets instead. So might as well not reduce my chances of staying home and collecting a SCC by messing with OOBWS in the order. QS may restore some of that, but with the downside of getting calls in the middle of the night for stuff I won't actually get. I guess I can mitigate it by only having a QS in at the end of the month, but at this point, I'm kind of over it and would rather just try to work as little as possible on RES.

Which is crazy, I am looking at pretty junior guys on A#3 right now and it's only the 7th. How is that? Are these the side-deal guys we hear about? How is one guy on #3 and other's literally can never get through fast enough.

Could it be combined with other changes to make it a win? Sure. But as many have said repeatedly, the quid will need to be enormous for the company to buy its way out of this debacle.

No one has said to do it without anything else or giving things away, like got us into this situation. Using this leverage to get some big gains AND making the change would be a great win. Many have wanted OOBWS below GS for a long time and this is about as good of opportunity to make it happen. Just because a few guys are making bank on M7, doesn't mean that payroll is being spread out to the group. To senior for an IA and to junior for M7 is a real thing for a lot of piltos right now.

The “#” on an IA is totally irrelevant. In reality, it’s not a counter like GS.

Sure, putting GS above both OOBWS and SC RES (to satisfy those who live in base), plus PSC (to satisfy those who commute) would be an acceptable start in my book.

Really? Not saying you're wrong, but I checked the guys schedule, and he is indeed on his 3rd IA. What does the #1/2/3 in front of an IA mean?

I think he's just saying IA's are not leveled like GS.
